Renting while young: 3,000 flats with 50% of rent paid by the state
The government announced a youth rent subsidy and a social-housing plan. What we know, who it targets, and why applications are not open yet.

For many young people in Tirana, rent is the biggest bill of the month and often the main obstacle to living independently. In September 2026 the government announced two measures aimed squarely at this problem: a rent subsidy for young people and a new social-housing programme with six strands. Here we explain what was announced, who it may be aimed at, and when applications are expected to open. One thing should be clear from the start: neither measure is law yet, and applications are not open.

The backdrop: rents keep rising
According to Ekofin, the Bank of Albania's Financial Stability Report for the first half of 2026 notes that rental prices continued to rise. To give a sense of the burden, a Tradingpedia comparison reported by Vox News in August 2026 puts Tirana's average rent at about €710 a month against an average net wage of about €760, or roughly 93% of income. By the same comparison, Tirana ranks second of 127 European cities for rent burden, after Lisbon. These figures come from a private comparison and should be read as a broad indicator.
The rent subsidy for young people
According to Monitor, on 11 September 2026 the Ministry of Economy and Innovation announced a scheme covering about 3,000 apartments, in which the state would pay 50% of the rent on flats renting for up to €400 a month. That means support of up to about €200 a month.

As announced, the scheme is aimed at recent graduates, young professionals and newly formed couples. The flats would mainly be on Tirana's periphery. The exact selection criteria, such as age limits, income thresholds or required documents, have not yet been published.

The announced timeline
According to Monitor, the ministry expects the package to be approved in October 2026, applications to open before the end of the year, and winners to be announced in early 2027. In the same period, on 16 September 2026, Minister of Economy and Innovation Delina Ibrahimaj attended the Bank of Albania governor's meeting with bank chief executives on credit and the housing market.

The new social-housing programme
A day earlier, on 10 September 2026, according to Shekulli, Prime Minister Edi Rama presented a social-housing programme with six strands:
- social rental housing;
- low-cost housing, through subsidised credit;
- improving existing homes for vulnerable groups;
- developing housing zones;
- temporary housing;
- adapted housing, including for young couples.
According to the presentation, the homes would come from new construction, direct purchases on the market, adapting state-owned or confiscated buildings, rent bonuses and public-private partnerships. The next steps are public consultation, then Parliament, then a pilot in Tirana. No budget figures were given.
Neither measure has yet been passed as a law or approved decision, and applications are not open. Do not pay anyone who promises you a "guaranteed place" in the scheme. Follow official announcements from the Prime Minister's Office, the Ministry of Economy and the public-consultation portal.

How to prepare now
Even without the details, there are sensible things you can do now if you think you may be in the target group.
A general piece of advice: if you rent, make sure you have a written contract. Subsidy schemes usually ask for proof of the rent you pay, and a verbal agreement protects neither you nor your landlord.

The announced measures could make a real difference for thousands of young people, but until they are formally approved they remain promises. We will update this topic as soon as the final criteria and dates are published.
Update, 22 September 2026: Minister Ibrahimaj said the rent cap for the scheme will be up to €500 a month (not €400 as announced on 11 September), according to Top Channel.
