Albanian property ownership certificate online: how to get it on e-Albania and what to check before you buy
The ownership certificate is issued online through e-Albania. The steps, how it differs from the property card and map, what to check before paying a deposit, and what changed at the cadastre in 2026.

An Albanian property ownership certificate is obtained online through the e-Albania portal, using the State Cadastre Agency (ASHK) service "Application for issuing an ownership certificate". Log in, enter the property details, pay the fee shown in the portal and the document arrives electronically. But getting the certificate is only half the job. If you are buying a flat, a plot or a house, what matters is knowing what to check in it before you pay a deposit. This guide covers both, along with the changes ASHK has introduced this year.

How to get the ownership certificate online, step by step
- Log in to e-Albania with your personal ID number and password. If you have no account, create one once; it works for every state service.
- Search for "certifikatë pronësie" and choose the ASHK service "Aplikim për lëshim certifikate pronësie".
- Enter the property details: the cadastral zone and the property number. You will find them on the old certificate, the purchase contract or the property card.
- Pay the fee shown in the portal. It varies by service and by whether you choose the standard or the fast-track procedure, so check it before paying.
- Track the application in your e-Albania account and download the certificate when it is ready.
According to ASHK, residents of zones where first registration has been completed can apply directly for an ownership certificate, a cadastral map and a property card. In June 2026 this was completed in 118 cadastral zones, with about 92,000 properties, 65% of them agricultural land.
If you are the buyer, you do not need to order the certificate yourself. Ask the seller for a certificate issued in the last few days and check that it came from e-Albania. An old certificate will not show mortgages, seizures or sales registered after its issue date.
Certificate, property card or map: which document you need
| Ownership certificate | The owner, type and area of the property, and registered encumbrances | Before the deposit, at the notary, for a mortgage |
|---|---|---|
| Property card (kartela) | The registration history: transfers, mortgages, notes | To see how ownership has changed |
| Cadastral map extract | The property's location and boundaries on the map | For plots, private houses or unclear boundaries |
| Online legal-status check | The property's current status in the register | A quick check before signing |
What to check in the certificate before paying a deposit
For off-plan property, also read what to check before buying off-plan. For coastal areas that saw demolitions this summer, see how not to buy a property without a permit.
Do not pay a deposit on the strength of a photo of a certificate sent to your phone. Ask for the original electronic document, compare it with the seller's ID and let the notary check the property's status in the register before signing. If the seller refuses to show you the certificate, that is reason enough to walk away.
What has changed at the cadastre in 2026
ASHK is moving from the office to the field. On 9 September it started a "door-to-door" service in the village of Palasë for homes without ownership documents: mobile teams measure, check documents and, where the criteria are met, send the decision to citizens through e-Albania. In Selita e Madhe, in Tirana's Unit 5, ASHK surveyed 733 buildings. According to the agency, 364 residents already had ownership documents, 41 families received legalisation decisions and can apply for a certificate straight away, and 96 families still have to complete their paperwork.
- First registration completed in 118 zonesAbout 92,000 properties; owners can apply online for certificate, map and card.
- Selita e Madhe, 733 buildings surveyedName lists and required documents published on the ASHK website.
- Compensation fund for owners affected by legalisation840.7 million lek; 1,901 residents eligible for a building plot.
- "Door-to-door" cadastre starts in PalasëDecisions sent to citizens via e-Albania.
- Government amends VKM 827/2020 and VKM 5/2023Block processing and no standard fees when ASHK starts the procedure.
Under the 16 September changes, ASHK reviews applications for untitled buildings in blocks by cadastral zone rather than case by case. For residential buildings, when ASHK itself starts the procedure, the standard service fees are waived (3,000 lek for legalisation and 10,000 lek for untitled buildings and functional plots). For buildings put up before 1991, the functional plot now has a single cap of up to 300 m². Why it matters for buyers
Every home that leaves informality and is registered at the cadastre is a home that can be sold, bought with a mortgage and inherited without risk. For buyers, that means more properties with a certificate, but also more cases where you need to check whether the certificate is new, whether it followed a legalisation, or whether the registered area matches what you see on the ground. If you live abroad, the same e-Albania account lets you follow these steps remotely; more in our guide to buying from abroad.
Test yourself
The seller sends you a photo of a certificate issued eight months ago. What do you do?
