Rental contracts in Albania in 2026: what to include, the deposit and how to protect yourself as a tenant

What should a rental contract in Albania include in 2026? At a minimum: the parties' names and documents, proof that the landlord owns the flat, a description of the property, the term, the rent and currency, the deposit and when it is returned, who pays bills and repairs, the notice period for leaving, and an inventory with photos. With rents in Tirana averaging €590 for a one-bedroom and €954 for a two-bedroom (Century 21, January–June 2026), a dispute over a deposit or a rent increase is expensive. This guide shows what to write down, what to check before you sign and how to get your deposit back.

Why a written contract matters more this year

Rents are rising faster than wages. According to Vox News, with an average rent of €721 a month and an average gross salary of about €930, a single tenant would have to spend about 77% of gross pay on rent (12 June 2026). According to Century 21, the average two-bedroom rent in Tirana rose 26% in a year, from €755 to €954. In the most sought-after areas the figures are much higher:

With sums this large, a verbal agreement is not enough. There is also a new reason: the rent-subsidy scheme the government plans to open in November covers 50% of the value of rental contracts (Top Channel, 15 September 2026). Without a written contract, you have nothing to submit.

What the rental contract should say

Rental contract checklist0 of 12

A practical tip: write the bank account for rent payments into the contract. That way every payment leaves a trace and there is no argument about whether a month was paid.

Before you sign: six checks

  1. See the flat in person, not just in photos or a video.
  2. Check the owner. Ask for the ownership certificate and compare the name with the ID card. If you are dealing with a relative or an agent, ask for the power of attorney or written authorisation. We explain how to get and read the certificate in the ownership certificate online.
  3. Check the bills. Ask for the latest paid electricity and water bills so you do not inherit debts.
  4. Test the appliances: heating, air conditioning, water heater, taps and windows.
  5. Ask about building rules: monthly fees, parking, and any rules on pets or short-term lets.
  6. Read the contract calmly before signing day. If something is unclear, ask for it to be changed in writing.
Caution

Do not pay a deposit or advance before you have seen the flat and verified the owner. Listings far below market price, owners who are "abroad" and want payment up front, and pressure to pay "today" are common signs of a scam.

The deposit: how to protect it

The deposit is the sum the landlord holds as a guarantee against damage or unpaid bills. There is no official amount; the parties agree it. What matters is that the rules are written down from the start.

Normal wear and tear, such as a slightly faded wall after a year, is not damage. Write into the contract what counts as damage, how many days after you leave the deposit is returned, and that any deduction must be backed by invoices or photos.

Rent increases and leaving early

With rents rising fast, many tenants face requests for an increase mid-contract. The best protection is to have the rule in the contract: when the rent can be reviewed, how often and with how much notice. Without such a clause, any change should be agreed by both parties and written up as a signed annex.

The same goes for leaving: write down how much notice each side must give and what happens to the deposit if you leave before the end of the term.

Euro or lek?

Many rents in Tirana are quoted in euros. The euro has fallen sharply against the lek this year and was trading at around 92 lek at the end of September. Tenants paid in lek now pay fewer lek for the same euro rent; those earning in euros lose out. The contract should state the currency clearly and, if you pay in the other currency, which exchange rate applies. More in the euro at 92 lek.

A declared contract and taxes

The tax administration lists under-declared rents among the main risks in the real-estate market, according to its presentation at the NAREA conference on 21 September 2026 (Monitor). For tenants, a declared contract means more security: proof of payments, a registered address and access to support schemes. For the landlord's tax obligations, speak to an accountant.

The rent subsidy: what we know so far

Test yourself

How well protected are you as a tenant?Question 1 of 3

The landlord wants the deposit in cash, without a receipt. What do you do?

Frequently asked questions

The parties and their documents, proof of ownership, a description of the flat, the term, rent and currency, the deposit and its return, bills, repairs, the notice period for leaving and an inventory with photos.
There is no official amount; the parties agree it. What matters is that the amount, the return deadline and the cases in which it can be withheld are written in the contract.
Ask for it in writing, attaching the contract, the payment receipt and your move-in and move-out photos. If that fails, seek legal advice. This is why documents from day one matter so much.
Write the rule into the contract: when and by how much the rent can change. Without such a clause, any change should be agreed by both parties.
A written contract is the minimum. Many people sign at a notary for extra security. Ask the notary about the cost and the documents needed.
According to Century 21, a one-bedroom cost an average of €590 and a two-bedroom €954 a month in January–June 2026. Near the Air Albania stadium a one-bedroom costs about €800, in Astir about €550.
The Ministry of Economy aims to open the calls in November 2026, once the legal changes are approved. Final criteria have not been published yet.
