Golem, Albania: beachfront apartments, prices and what to check before you buy
Apartments in Golem, Albania: new buildings 300 to 500 m from the sea cost 1,100 to 1,500 € per m², the seafront 2,000 to 2,500 €. What to know about water, sea quality, the season and permits before you buy.

An apartment in Golem usually costs 1,100 to 1,500 € per m² in new buildings 300 to 500 metres from the sea, while on the seafront, where nothing new is being built any more, prices run from 2,000 to 2,500 € per m², according to agents quoted by Monitor in April 2026. So a 60 m² one-bedroom flat (1+1) comes to roughly 66,000 to 90,000 € behind the seafront. If you want to buy an apartment by the sea in Albania here, check the building permit and the ownership certificate before you pay, ask how many hours a day there is running water, and look at the sea water quality on the stretch of beach where you are buying: in the 2023 monitoring, five of the ten most polluted points in the country were on the Golem coast.

Where is Golem and which municipality does it belong to?
Golem is an administrative unit of Kavaja Municipality (Bashkia Kavajë), in Tirana County, and not part of Durrës, even though the beach runs on without a break from Shkëmbi i Kavajës. This matters in practice: building permits, local taxes and complaints about services are handled by Kavaja Municipality. The National Tourism Agency describes the beach as about 10 km south of Durrës, with fine sand and shallow water that suits families.
From south to north, the area splits into several parts that agents mention separately: Qerret and Mali i Robit in the south, central Golem with the hotels and older buildings in the middle, and the border with Shkëmbi i Kavajës in the north, which falls within Durrës Municipality. For the Durrës side, see the guide to Durrës Beach.

From central Tirana to Golem beach it is about 46 km, roughly 50 minutes without traffic, and from Tirana Airport about 44 km (our calculation on OpenStreetMap). In summer this time can multiply: the head of the Albanian Tourism Union told Monitor that during summer 2026 transfers from the airport to Golem took as long as four to four and a half hours (Monitor, 19 September 2026).
How much does an apartment in Golem cost in 2026?
There are no official price statistics for Golem: the Bank of Albania (Banka e Shqipërisë) publishes its index only for the whole country and for Tirana. The table therefore gathers the prices agents have given to the media, with the date of each source. These are reported market prices, not official data.
| New buildings, 300 to 500 m from the sea | 1,100 to 1,500 € | +8 to 15% in one year | Monitor, 18.4.2026 |
|---|---|---|---|
| Seafront (no new construction) | 2,000 to 2,500 € | +10 to 25% in one year | Monitor, 18.4.2026 |
| Qerret, new construction | 1,100 to 1,500 € | +21 to 43% in one year | Monitor, 18.4.2026 |
| Qerret, special properties near the sea | 1,700 to 2,000 € | No data | Monitor, 18.4.2026 |
| Golem seafront, 2025 | Up to 2,000 € | +33% compared with 2024 | Monitor, 1.8.2025 |
With these ranges, a 45 m² studio behind the seafront comes to about 50,000 to 68,000 €, a 60 m² one-bedroom (1+1) about 66,000 to 90,000 €, while the same 1+1 on the seafront is about 120,000 to 150,000 €. Bear in mind that prices in buildings under construction are usually quoted for the gross area, including a share of the common parts: how to read this difference is explained in the article on gross and net floor area.
The official reference price, used by ASHK (the State Cadastre Agency, Agjencia Shtetërore e Kadastrës) and the tax authorities as the minimum taxable value, is 51,000 lek (ALL) per m² (about 550 €) for the town of Kavaja under Council of Ministers Decision (VKM) no. 457/2023; Golem has no row of its own in the table. How this price works is covered in the reference price for properties. You can calculate the notary and ASHK costs for a purchase here:
- Notary (0.3%)
- €240
- ASHK – registering the contract
- €55
- Ownership certificate + filing

Who buys in Golem?
According to agents quoted by Monitor in August 2025, demand in Golem is led by foreign nationals, most often Czechs, Poles and Hungarians, who buy mainly as an investment and let the apartment as a short-term rental. The same agents said that local buyers, who for years had been put off by high prices, came back in 2025 thanks to developers selling in instalments.

Demand continues in 2026: revenue from the infrastructure impact tax, which is paid when new building permits are issued, rose by 37% in Golem in the first half of 2026, according to Ministry of Finance data published by Monitor (29 August 2026). This means more supply in a few years' time.
How much does a short-term rental apartment earn in Golem?
According to AirDNA, as published by Monitor on 15 August 2026, from January to June 2026 Golem had about 1,500 short-term rental units and the highest average nightly rate in the country, 51.3 €. Occupancy in June was 57.9%, lower than in Durrës and Tirana. An average apartment earned about 745 € a month over the half-year and about 1,260 € in June, before cleaning, energy, commissions and tax.
These averages do not include July and August, but they do include the winter months, when Golem almost empties. You will find the comparison with other cities in where short-term rentals earn the most, and the tax obligations in the article on short-term rental tax.
What is life like in Golem out of season?
Golem is a summer resort, and the 2023 Census figures show it clearly. On 18 September 2023, in Kavaja Municipality, which also includes the town of Kavaja and the surrounding villages, 21,765 of 31,298 dwellings were unoccupied, that is 69.5%. In apartment buildings the share is even larger: 14,763 of 16,851 apartments, about 87.6%, were empty. In Tirana, for comparison, 21.5% of dwellings were unoccupied.
| Category | Value |
|---|---|
| Kavaja | 69.5% |
| Rrogozhina | 54% |
| Vora | 24.9% |
| Tirana | 21.5% |
| Kamza | 14.4% |
How we calculated it
The percentages come from table 2.20 of the INSTAT (Albania's statistics institute) publication for Tirana County: the number of unoccupied conventional dwellings divided by the number of all conventional dwellings in each municipality. The census counts holiday homes as unoccupied, so Kavaja's high figure is mainly linked to the summer apartments in Golem.
Use of the data: you are free to quote the figures and charts in this article, with a link to this article on hyrja.al.
In practice, from October to May many shops, restaurants and buildings close or run on reduced hours. For everyday services, Kavaja is about 10 km away and Durrës about 14 km. If you want to live in the apartment all year or let it on a long-term lease, ask the building administrator how many families live in the building in winter and how much maintenance costs.
Water, sewerage and sea quality
Water has for years been the area's weak point, so always ask how many hours a day water reaches the building and whether there is a storage tank. According to the Water Regulatory Authority (ERRU), the Kavaja water utility supplied water for an average of 8 hours a day in 2022. Since 2023 the service has been part of Ujësjellës Kanalizime Rajonale Durrës (the regional Durrës water and sewerage company), which reported an average of 13 hours a day in 2023 and in 2024. These are averages for the whole company, not just for Golem.
There has been investment in sewerage: in May 2022, officials quoted by Shqiptarja mentioned about 2.7 km of new collectors, 6 metres underground, and the rebuilding of a secondary road of about 4.5 km from Plepat towards Golem (Shqiptarja, 9 May 2022). Kavaja also has a wastewater treatment plant, licensed by ERRU.
Even so, sea quality is not the same along the whole coast. The Supreme State Audit (KLSH), in its 2025 audit of bathing water quality, writes that the National Environment Agency (AKM) monitoring for 2023 found 34 beaches of poor quality in the country, and that five of the ten most polluted points were in Kavaja Municipality, all on the coast of the Golem unit. In the 2025 season, according to the European Environment Agency, 28 of 119 bathing waters in Albania (23.5%) were classified as poor quality. Before you choose a building, check the latest results on the AKM website for the stretch of beach in front of it.
Being close to a discharge channel or to a point classified as poor quality lowers the apartment's value and its appeal to holidaymakers. Look up the AKM results for the nearest monitoring point and visit the beach after heavy rain.
What should you check before buying in Golem?
Golem was built quickly and not always in line with permits. The revision of Kavaja Municipality's General Local Plan was on the agenda of the National Territorial Council for approval on 25 April 2023: ask which plan unit the plot falls in and how many floors it allows. In December 2022, the National Territorial Protection Inspectorate (IKMT) demolished parts of a resort on Golem beach for breaching its permit (Shqiptarja, 1 December 2022). How demolitions and confiscations work is explained in the article on unpermitted construction on the coast.
How to get the certificate online and what to read in it is covered in the article on the ownership certificate, while checking the apartment itself, from damp to the installations, is in inspecting an apartment before buying.
Golem or other places on the coast?
Golem suits families with young children, because of the shallow water, and anyone looking for a new apartment near the sea on a lower budget than in Durrës or the south. Its weak points are the short season, summer traffic and water quality at some points. You will find the comparison with Durrës, Shëngjin, Vlora and Saranda in where to buy a holiday apartment, and other listings near the sea on the coastal properties page.
